Soak the raisins in the apple juice. Remove the peel from the top third of each apple, and arrange the apples in a small baking dish. In a medium sized saucepan, combine the other ingredients and bring to a boil, stirring frequently. Reduce the heat and simmer for 3 minutes until thick. Pour the sauce over the apples. Bake uncovered at 350 degrees for 90 minutes, basting occasionally, until the apples are easily pierced with a fork. Remove the dish from the oven and let the apples cool. Top each apple with raisins, after discarding the apple juice in which they were soaking.
