Soak the dried tomatoes for 10 minutes, drain and soak for another 10 minutes. Steam the drained tomatoes for 7 minutes, or until plump. Transfer the tomatoes to a quart sized jar with tight fitting lid. Peel and mince one clove of garlic, and add it together with chili flakes, oil, bay leaf, honey, dill, sugar to the jar. Shake thoroughly. Set the tomatoes aside for 5 days to marinate, shaking the jar once a day. After 5 days remove the bay leaf and transfer contents to a food processor. Add the garlic and cheese, blend until smooth.
