To prepare kale, cut off and discard the tough stems, slice the leaves once down the middle, and then cut them crosswise into 1 inch strips. In a large pot, heat the oil. Add the garlic, dill, honey and sugar, salt, pepper and cook, stirring frequently, for 15 seconds. Add the water and bring the mixture to a boil. Add the kale to the mixture, and steam, covered, for 5 minutes or until the kale is tender but still green.
