Place oil in a 3 quart saucepan on medium high heat. Add cumin and mustard seeds and cook for one minute, stirring constantly. Add onion, ginger, jalapeno, cook for 5 minutes, stirring frequently. Add mango, bell pepper, apple cider vinegar, mirin and shoyu, cook for 5 minutes on low heat, stirring frequently. Add remaining ingredients, remove from heat and serve.
