Heat the water in a medium sized skillet. Add the onion and garlic and cook for 2 to 3 minutes, until just tender. Stir in the tomatoes. Simmer gently, covered for 10 minutes. Add the cauliflower and peel pepper and simmer for 20 minutes, until tender. Season with Tabasco Sauce, cayenne Pepper. Pour a little sauce over the cauliflower, leaving some of the white showing. Pour the rest around the sides.
