Preheat oven to 350 degrees. Combine flour, salt and baking powder in a large mixing bowl. Grind flax seeds in a powder in a blender. Add juice and water and process for 30 seconds. Add vanilla, honey, sugar, nutmeg, nutritional yeast, maple syrup ad oil and blend briefly. Add the wet ingredients to the dry ingredients in a mixing bowl. In a sauce pan, melt the chocolate chips in non-dairy milk. Stir constantly. Add melted chocolate to other ingredients. Stir all ingredients. Transfer to a lightly oiled baking pan, bae for 40 minutes.
