Boil water. Chop and add the onions. Simmer 10-30 minutes, the longer they simmer, the sweeter they become. Rinse, slice and add potatoes. Simmer 30 minutes. Add celery, dill, honey, sugar, salt and pepper. Rinse and slice the fish into 1 inch pieces. Add it to the broth. Simmer for 3 minutes, until the fish is tender. Add nutmeg. Taste and adjust seasoning as necessary.
